Resolution to Approve a Construction Contract with the Michigan Department of Transportation for the Research Park Drive Resurfacing Project ($1,650,000.00)

Attached for your review and consideration, please find a resolution to approve a contract between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction phase of the Research Park Drive Resurfacing Project. The agreement prescribes the cost sharing of the construction, as well as each party's rights and responsibilities, and is required for the project to receive its share of funding from the Transportation Economic Development Fund (TEDF).
On November 15, 2021 City Council approved Resolution R-21-416 authorizing the submittal of an application for a Transportation Economic Development Fund Category A grant for the Research Park Drive Resurfacing Project. Since that time, the City has applied for, and been awarded, a grant in the amount of $1,650,000 for the project. The grant will pay for up to 66.23% of the construction cost for the "Section 1" portion as shown on the attached Project Location Map.
While the "Section 2" portion of Research Park Drive was deemed ineligible for the grant, the City plans to complete the resurfacing of this segment along with the grant funded project. The Section 2 portion of the project will be entirely funded by the Michigan Transportation Fund (MTF) Road Bonds issued in April of 2022 (#R-22-114).
In addition to the resurfacing work, the project will also install 11,800 feet of new bike lanes on Research Park Drive, replace drainage structures, and bring any sidewalk ramps into compliance with the Americans with Disabilities Act. Construction is expected to begin in the spring of 2023.
Budget/Fiscal Impact: The Engineer's estimate for the total cost of the project is $4,114,000.00. The TEDF grant will be used to fund participating construction expenses for Section 1 of the project. The City will be funding ...
