Resolution to Approve the 2008 Ann Arbor Jaycees Summer Carnival at Pioneer High School - July 3 to July 6, 2008

Attached for your consideration is a resolution to approve the 2008 Ann Arbor Jaycees Carnival to be held at Pioneer High School from Thursday, July 3 to Sunday, July 6, 2008.
After a number of years with few problems at the Jaycees Summer Carnival, Police presence was reduced last year. However, serious problems occurred during last year’s event, and in an effort to regain control of the event, and following discussions this year between the sponsor and Police Services, scheduled Police presence will be significantly increased from 5:00 PM to closing each night, with the doubling of the number of officers and the addition of a supervisor. Last year’s preliminary estimated Police costs were approximately $4,000.00 and the estimate for this year’s services is approximately $9,000.00.
Although the number of days for this year’s event has increased to 4 days from last year’s 3 days, the daily hours of operation have been reduced. Last year’s hours of operation were 4:00 PM to 12:00 Midnight on Thursday, 12:00 Noon to 12:00 Midnight on Friday, and 12:00 Noon to 8:00 PM on Saturday. This year the sponsor again requested closing times of 12:00 Midnight on Thursday, Friday and Saturday but after discussions with Police Services, the requested hours were modified. The proposed hours of operation for the carnival this year are:
Thursday, July 3 4:00 PM - 10:00 PM
Friday, July 4 12:00 Noon -10:00 PM
Saturday, July 5 12:00 Noon - 10:00 PM
Sunday, July 6 12:00 Noon - 8:00 PM
The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.
