Resolution to Approve a Contract with the Michigan Department of Transportation for the Fuller Court Sidewalk Gap Project ($147,019.00)

Attached for your review and consideration, please find a resolution to approve a contract with the Michigan Department of Transportation (MDOT) for the construction phase of the Fuller Court Sidewalk Gap Project. The agreement prescribes the cost sharing of the construction, as well as each party's rights and responsibilities, and is required for the project to receive federal funding from the Surface Transportation Program (STP).
This project includes the installation of new sidewalk along the southwest side of Fuller Court in front of 2200 and 2230 Fuller Court. Construction is expected to begin on or after April 1, 2021 and be completed by July 31, 2021, with the exception of watering and cultivating in 2021 during the growing seasons. The original scope of this project included a portion of sidewalk adjacent to the University of Michigan property at the corner of Fuller Road and Fuller Court, which would have allowed for the sidewalk to be connected to Fuller Road. As a result of the COVID-19 pandemic, the University of Michigan has withdrawn their commitment to fund this portion of the sidewalk and therefore the City has put that segment on hold. Construction of this segment of the sidewalk will be considered for a future date in coordination with the University of Michigan.
For the remainder of the Fuller Court sidewalk, the City submitted final plans to MDOT in June of 2020, and the project was advertised in July for a September 4, 2020 bid letting through MDOT.
