Attached for your review and action is a resolution to approve a contract with D & J Contracting, Inc. in the amount of $119,334.98, approve a construction contingency of $11,933.00 and establish a total construction project budget of $131,267.98 to repair the Bandemer Park vehicle bridge per Bid #4041.

The 2006 - 2011 Park and Recreation Open Space Plan identified infrastructure improvements, including repair of park bridges, as a high priority. The condition of bridges in a number of the parks has deteriorated and several are in need of renovation. The Bandemer Park vehicle bridge has steel members that have lost much of their structural integrity, and decking that is failing. This project includes replacement of the steel structural beams and the wood decking as well as repairs to the asphalt approach to the bridge. Funding for the bridge repair project is included in the approved FY 2010 Park Maintenance and Capital Improvements Millage budget.

Bid documents were advertised on MITN and on the City of Ann Arbor website. Five companies submitted bids for the project as follows:

Baseline Constructors, Inc. - $151,168.00
Faust Corporation - $147,985.00
AnM Business Group, LLC - $123,231.06
Construction Solutions, Inc. - $122,078.83
D & J Contracting, Inc. - $119,334.98*

* Lowest responsible bid

The resolution includes a recommended construction contingency of $11,933.00 (10%) to cover potential contract change orders to be approved by the City Administrator and establishment of a $131,267.98 total construction project budget for the life of the project without regard to fiscal year.
