Resolution to Approve an Agreement with the Michigan Department of Transportation for the I-94 Business Loop and South Maple Road Resurfacing Project ($301,600.00)
Memorandum
Attached for your review and approval, please find a resolution to approve an agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the resurfacing of the I-94 Business Loop (Huron Avenue and Jackson Avenue from Main Street to I-94), and a portion of South Maple Road (from Jackson Avenue to West Stadium Boulevard).
The agreement is required as the City is required to contribute 12.5% of the funding to the resurfacing of the I-94 business loop ($198,700.00). In addition to this, MDOT has agreed to include the resurfacing of the portion of South Maple Road (City-owned street) described above as part of the project. The South Maple portion of the project will be 100% funded by the City of Ann Arbor ($102,900.00). (See attachment.)
Funds for this project are available in the approved Street Millage Fund capital budget.
Construction
MDOT plans to perform the construction work for this project in the spring and summer of 2014. The project will proceed in phases, in such a manner that lane closures will be limited to individual sections of the roadway at any given time. Miller Avenue will be used as the official detour route for outbound traffic.
Public Communication
Because this is a State-managed project, MDOT will be responsible for notifications and public communication. City staff will work with MDOT to help keep residents and commuters informed of the project as it proceeds through the various stages of construction.
City-State Agreement
One requirement for this type of project is that the City enter into an agreement with the State of Michigan stipulating the funding split and other rights and responsibilities of the parties. It is the same form of agreement that we have used on local federally funded projects.
