Resolution to Approve Construction Contract with Doetsch Environmental Services, Inc., to Repair Sanitary Sewer Manholes on Zina Pitcher Place and Huron Street ($85,000.00)

The attached resolution seeks ratification of the City Administrator's authorization, pursuant to Section 1:317(2) of the Ann Arbor City Code, to award a contract to Doetsch Environmental Services, Inc. (Doetsch), in the amount of $85,000.00 for the Repair of Sanitary Sewer Manholes on Zina Pitcher Place and Huron Street.
In the spring of 2014, the deteriorating condition of two existing deep sanitary sewer structures was discovered. The structures are located within Zina Pitcher Place near the intersection with Huron Street; and on Huron Street in the westbound lane between Zina Pitcher Place and Glen Avenue.
The manhole located at Zina Pitcher is a narrow structure 25 feet deep. A part of the manhole bottom has deteriorated. A hole has developed in the brick sidewall at the bottom of the structure and a void has developed in the soil beyond the manhole wall which threatens the stability of the overlaying roadway. The 8-inch inlet pipe from the south is believed to be collapsed and buried.
The structure located in Huron Street is also a narrow structure and is about 20 feet deep. It also has a deteriorating bottom, bricks falling from manhole walls, and inlet/outlet pipes in need of repair.
Upon completion of an investigation of the failing sanitary sewer structures, Project Management determined immediate repairs were required and solicited proposals and quotes from a number of contractors who have the necessary experience in performing this type or work. A proposal was received from one contractor, Doetsch Environmental Services, Inc., in the amount of $85,000.00 to rehabilitate the structures. The other contractors contacted were either unable to or not interested in performing the work.
