Title
Resolution Authorizing City Administrator to Enter into Agreement with DTE Energy for Relocation of Power Lines for E. Stadium Bridges Replacement Project (Not to Exceed $340,000.00)
Memorandum
Attached please find a resolution that will authorize the City Administrator to enter into an agreement with DTE Energy (DTE) to relocate existing sub-transmission and distribution power lines pursuant to the East Stadium Boulevard Bridges Replacement Project. The estimated cost of the agreement at this time is $302,944.00.

In order to replace the E. Stadium Boulevard Bridge over the Ann Arbor Railroad tracks it is necessary to temporarily relocate existing DTE power lines underground in order to allow for safe demolition and construction of the new bridge. Once the bridge has been reconstructed, DTE will replace the lines above ground in a location that will allow DTE to restore their needed system capacity and integrity.

There are two power poles tapped to the overhead distribution circuit adjacent to the railroad which feed underground services west along E. Stadium Boulevard; these power lines must be relocated due to the footprint of the new bridge. This relocation will require the re-routing of cables, and may require the installation of a primary switch cabinet. A switch cabinet cannot be installed without an easement. A cost estimate for this portion of the work cannot be determined until the need and possible location of switch cabinet and routing of the cables is determined by DTE. As a result, we expect the final cost of the agreement to be more than the currently estimated amount.

Ordinarily, we would come before you with the final agreement for your approval; however, it will take several months to finalize the cable relocation route, design the conduit run, estimate the cost, and negotiate the final agreement. Unfortunately, we cannot wait to complete these tasks as we will not be able to meet the schedule that we developed and presented to you ...
