Resolution to Continue the Current Program of Increased Directed Patrols in City Parks by the Police Services During FY 09 as Currently Funded by Police Services
Memorandum
Whereas Police Services through its police officers and community standards officers have provided increased directed patrols in City parks beginning with a 3-month pilot period (July-September 2007) and continuing through the present;

Whereas police officers continue to respond to calls in parks at all times while adding additional self-initiated directed patrols by both police officers and community standards officers and have worked with Parks staff to determine which parks receive the additional directed patrols;

Whereas the monitoring and ticketing of parking violations in the parking lots of City parks is now performed by community standards officers through Police Services;

Whereas the opening and locking of building facilities and parking areas is now done by Parks Operations staff;

Whereas park staff and PAC perception is that the program is providing adequate security, and that there are no outstanding issues or problems;

Whereas Police Services has been able to provide this enhanced service with existing personnel and at no additional special cost to the park system;

Whereas Police Services has assured park staff and PAC that it is able to provide this enhanced service in parks without a detrimental impact on patrols and service in other areas of the City; and

Whereas the results of the increased patrols are not yet fully documented and therefore a detailed analysis is not yet possible to determine any needed changes to the current program;

RESOLVED, that PAC recommends that City Council continue the current program for park security in the 2008-09 fiscal year and, as in FY 08, there will be no transfer of parks funds, either general or millage funds, to pay for these security services that are provided on public land within the City as in all other areas of the City...
