Attached for your review and approval please find a resolution that awards a construction contract to Eagle Excavation, Inc. in the amount of $ 371,643.00 for the Catherine Street Water Main Replacement Project.
The existing water main on Catherine Street is in poor condition and undersized. This project will replace the existing 6-inch water main with approximately 550 feet of new 16-inch Ductile Iron water main along Catherine Street from Glen Avenue to Zina Pitcher Place. Following the installation of the water main, the water main trench will be re-paved by the contractor to match existing pavement.
Plans and specifications were made available at several on-line construction bidding sites. Seven bids were received and opened on March 21, 2011. The lowest responsible bid submitted by Eagle Excavation, Inc. in the amount of $ 371,643.00 is approximately 17% below the Engineer's Estimate.
Eagle Excavation, Inc. received Human Rights approval on March 11, 2011. All employees of Eagle Excavation, Inc., who will work on the project, will receive compensation in accordance with the Living Wage Ordinance.
Under Part 54 of PA 451, 1994, Michigan established the Drinking Water Revolving Fund (DWRF) program, which is designed to assist water suppliers in satisfying the requirements of the Safe Drinking Water Act by offering low interest loans of 2.5% for improvements to the water treatment process and distribution system.
City Council adopted the 2009 Drinking Water Revolving Fund (DWRF) Project Plan for Water System Improvements and the multi-year DWRF applications on April 20, 2009 (R-09-145). The Project Plan was submitted to the Michigan Department of Environmental Quality on May 1, 2009 and was included on the DWRF Fiscal Year 2010 Project Priority List.
