Resolution to Accept and Appropriate Emergency Management Performance Grant Funds and Approve FY 2022 Emergency Management Performance Grant Agreement for Ann Arbor Emergency Management Program ($49,544) (8 Votes Required)
Memorandum
The State of Michigan Emergency Management Division has awarded the City of Ann Arbor a performance grant to support emergency management functions within the City. This is a reimbursement grant program for staffing for the FY 2022 grant period October 1, 2021 to September 30, 2022.
Budget/Fiscal Impact: The FY 2022 EMPG program has a 50% cost match (cash or in-kind) requirement. Federal funds may only be used to supplement existing funds. Salary and fringe benefit costs for the grant period for the designated position were budgeted and approved in the Fire Services budget.
Historically, this grant funds a portion of a designated Emergency Manager's salary. The FY 2022 grant allocation is 40.29% of the salary of the designated position or $49,544. The allocation is not guaranteed and is dependent on the continued availability of federal funding for the State of Michigan Emergency Management Performance Grant Program.
The Department of Homeland Security (DHS) requires signed grant agreements with the Michigan State Police/Emergency Management and Homeland Security Division, who administers the grant program, and all local jurisdictions that receive grant funds. If approved, this resolution would (1) formally accept the grant award, (2) authorize the Mayor to sign the grant agreement and (3) appropriate these funds when received to the Homeland Security Grant fund for expenditure without regard to fiscal year for staffing the emergency management program.
