Resolution to Amend the Contract with Doetsch Environmental Services, Inc. to Repair Sanitary Sewer Manholes on Zina Pitcher Place and Huron Street (amendment $20,544.23)
Memorandum
On January 5, 2015 City Council approved Resolution #R-15-001 to award a contract to Doetsch Environmental Services, Inc. for the Repair Sanitary Sewer Manholes on Zina Pitcher Place and Huron Street. The resolution included the contract amount of $85,000.00 and construction contingency in the amount of $15,000.00 to cover potential change orders, for a total of $100,000.00. The total cost of project construction including necessary changes was $120,544.23, requiring approval of additional funds in the amount of $20,544.23.
Construction began in February of 2015 and the Contractor was able to access the structure and televise the sanitary sewer line between the manholes on Zina Pitcher Place and Palmer Drive. It was discovered that the manhole and sanitary sewer pipe had deteriorated more than originally expected. The void in the soil adjacent to the manhole was much larger than initially estimated and the sanitary sewer pipe had a severely damaged section.
The additional emergency work was necessary to address those issues. Contractor was required to further stabilize the manhole by placing a large quantity of flowable fill to eliminate the void. In addition, Contractor repaired the damaged section of sanitary sewer pipe by using lining technology. This work process eliminated the need for deep excavation in the middle of the Washtenaw Avenue and provided significant saving to the City.
Budget Impact:
Funding for the Repair Sanitary Sewer Manholes on Zina Pitcher Place and Huron Street Project is available in the Sanitary Sewer Capital Budget.
