Memorandum
The attached resolution authorizes approval of the emergency purchase, delivery and startup of Liebert NX Uninterruptible Power Supply from JEM Computers, Inc in the amount of $84,911.00. The new uninterruptible power supply will be used to provide both conditioned and temporary power to the new data center located in the new Municipal Center building.

The City issued a request for bid ITB-4111 for a Liebert NX Single Module UPS System and JEM Computers provided the lowest bid. The bid results are below:

JEM Computers - $84,911.00
Power Systems Engineering - $89,981.00
Gruber Power Services - $99,943.00

Having an uninterruptible power supply installed and operating is a requirement for relocating the combined City of Ann Arbor and Washtenaw County Datacenter to the new City Hall addition.

The purpose of the uninterruptible power supply is to distribute power to the various infrastructure in the datacenter; provide conditioned power to the infrastructure, which limits damage due to spikes in power; and to provide temporary power to the datacenter between the time a power failure occurs and the building generator begins to provide power.

The urgency around this request is being driven by the 7-10 week lead-time required for installation of the uninterruptible power supply versus the scheduled datacenter move date of October 2nd, 2010. The uninterruptible power supply needs to be delivered, connected to the building power and run through its start up process two weeks prior to the move. Given these considerations, we are recommending that City Council support this decision.

This expense is planned and approved for in the FY2011 Information Technology Budget. JEM Computers, Inc. received Human Rights approval on July 21, 2010.

Your ratification of this emergency purchase is requested.
