Attached for your review and approval is a resolution to award a construction contract to ABC Paving Company in the amount of $343,875.25 for the Sylvan Avenue Permeable Pavement Project.

The Sylvan Avenue Permeable Pavement Project consists of the reconstruction of Sylvan Avenue, a 20-foot wide approximately 800-foot long residential street running between Packard and White Street. The project will include the replacement of the curb and gutter, installation of underdrain, curb drain to collect sump pump discharges, some repair of existing utilities, and installation of a permeable asphalt pavement. The permeable asphalt pavement will allow rainwater to pass through the pavement and into the ground, where it is filtered, cleaned, and temporarily stored until it can be absorbed or gradually enter the storm sewer system.

A Public Meeting was held on December 2, 2009 to present the project to local residents and property owners and receive feedback. City staff gave a brief presentation about the project, and answered questions from the residents. The discussion focused mainly on the extent of the construction work to be done, its effect on the residents, project schedule, and efforts to improve drainage and parking habits on the street.

Plans and specifications were distributed electronically to contractors, subcontractors, and suppliers. One bid was received and opened on March 19, 2010. The bid, in the amount of $343,875.25 is approximately $10,161.00 lower than the engineer's estimate of $354,036.00. A tabulation of the bids is also attached.

The project budget is estimated to be $481,245.00 and is being funded by the Street Resurfacing Millage ($159,983.00) and the Storm Water Maintenance Fund ($321,442.00), the latter of which will be repaid as a loan to the State Revolving Fund (SRF).
