Resolution to Approve Amendment No. 2 to the Agreement with White Buffalo, Inc. for Wildlife Management Services ($182,198.50)

Approval is requested of Amendment No. 2 of the Agreement with White Buffalo, Inc. for Wildlife Management Services ("Agreement") to increase the amount expendable in FY19, update insurance requirements, and extend the Agreement through FY20 to bring the Agreement's term in line with the Michigan Department of Natural Resources (MDNR) permit.
Budget/Fiscal Impact: Sufficient Program Funds were budgeted and approved in the FY19 Deer Management Program costs to cover the $90,635 cost (plus contingency) for FY19 under Amendment No. 2. It is anticipated that $75,000 (plus applicable contingency) will be planned and budgeted in FY20 under Amendment No. 2.
The City of Ann Arbor is in preparing for its Deer Management Program during the coming winter to address deer impacts in selected areas. The City continues to work under an MDNR issued "research" permit that allows White Buffalo, Inc. to cull and sterilize deer in accordance with the permit. In addition, the City is continuing its educational efforts and signage as part of a three-pronged strategy to deer management. The City is also continuing to invest in the collection of data to monitor the impacts of these efforts.
On July 3, 2017, City Council approved a two-year contract with White Buffalo, Inc. for Deer Management Program Services (R-17-258). Funding for these services was budgeted at a NTE $170,000.00/yr. although for FY19, Amendment No. 1 to the Agreement (R-17-1619) provided a NTE contract amount of $75,000. The proposed Amendment No. 2 increases that NTE amount to $90,635 (plus requested contingencies), and extends the Agreement through FY20, with a NTE amount of $75,000 (plus requested contingencies), to bring the Agreement's term in line with the MDNR permit. Amendment No. 2 also increases the insurance required of White Buffalo.
