Resolution to Amend Resolution R-14-041 to Clarify the Membership Composition of the Commission on Disability Issues and the Appointment of the Council Representative to the Commission
Memorandum
In December 2013, City Council responded to a request from the Commission on Disabilities Issues for the annual appointment of a Council Member to the Commission. The Resolution adopted by City Council established a permanent Council representative position on the Commission; however, it did not address whether this Council representative position expanded the total number of Commission Members or converted one of the existing positions on the Commission to a dedicated Council representative position.
It is necessary to clarify the intent of the original Resolution to avoid any confusion as to the Commission's quorum requirement, the voting rights of Commission Members and its staggered appointment process.

Whereas, City Council approved Resolution R-14-041 establishing a position for a City Council representative on the Commission on Disabilities Issues in response to the Commission's request for a regular Council appointment to the Commission; and
Whereas, City Council now wishes to clarify the intent of Resolution R-14-041;
RESOLVED, That the membership of the Commission on Disabilities Issues shall consist of not more than 13 members; 12 of which shall be appointed by the Mayor with the approval of City Council and 1 of which shall be a member of City Council appointed by City Council in accordance with its adopted procedures for Council appointments;
RESOLVED, That no more than 4 members of the Commission may be appointed who do not have a disability as defined by the federal Americans with Disabilities Act;
