Resolution to Amend the Criteria for the Residential Parking Program
Memorandum
Attached for your review and approval is a resolution to amend the Criteria for Residential Parking Program (RPP). The program allows vehicles owned by residents to park in a RPP neighborhood for the posted time limit without being ticketed.
The City of Ann Arbor first initiated the RPP program in 1989 as a program that would serve as a solution to many of the parking problems in residential neighborhoods. This program allows residents with a valid RPP permit related to their specific RPP district to be exempt from the posted time limits.
The Criteria for Residential Parking program, were last updated in February of 2006. These amended changes to the criteria clarify and harmonize the language in the criteria to streamline City processes.

Whereas, In 1989, City Council adopted an ordinance that’s codified in Title X, Chapter VI, Section 10:66, which enables administrative creation of residential parking districts;
Whereas, Contemporaneous with adoption of this ordinance, City Council approved “Criteria for Residential Parking”;
Whereas, These criteria were last amended in February 2006; and
Whereas, City staff has revisited and reviewed these criteria, as amended, and recommends amending them again, primarily for clarity and consistency.
RESOLVED, That City Council amend the Criteria for Residential Parking as indicated on the attachment to this Resolution; and
RESOLVED, That Council authorize the City Administrator to take the necessary administrative action to implement this resolution.
