Resolution to Improve Council Effectiveness, Performance and Communications for Professional Services in the Amount of $20,000 (8 Votes Required)

Whereas, Council is at an impasse in our ability to self-govern multiple interpersonal disagreements;
Whereas, Council members have attempted, without significant success, to improve the effectiveness of deliberations at Council meetings; and
Whereas, Council members have attempted to improve the quality of communications at Council meetings;
RESOLVED, That the City Administrator, in consultation with the Human Resources Director, retain a professional from outside sources, who has a track record of successful organizational results, to develop an improvement plan and conduct mediation and teach effective meeting management and discourse methodology for Councilmembers;
RESOLVED, That City Council appropriate $20,000 from the FY21 General Fund fund balance to the FY21 General Fund Mayor and Council expenditure budget for the purpose listed above and that this amount be without regard to fiscal year; and
RESOLVED, The improvement plan incorporate a minimum of two months of facilitation/coaching at Council meetings and at Administrative Committee meetings.
