Resolution to Approve an Agreement with the Michigan Department of Transportation ($210,722.00) for the Ashley Street and First Street SCOOT Expansion Project

Attached for your review and approval, please find a resolution to approve an agreement between the City and the Michigan Department of Transportation (MDOT) for Split Cycle Offset Optimization Technique (SCOOT) traffic signal control system work along First Street from Liberty Road to Miller Road, and along Ashley Street from Liberty Road to Miller Road. The agreement is required so that this project can be performed as a federal aid project.
The project is the expansion of the most modern SCOOT traffic adaptive signal control, which the City already uses on some of the streets, which optimizes signal settings each cycle in real time. The project adds SCOOT control to both Ashley and First Streets signals. Both of these streets were removed from the previous downtown SCOOT project due to the lack of sufficient funding. The project includes delivery and installation of some computer software, hardware to local intersections, replacement of signal controllers and installation of system traffic detectors.
The project design was prepared by the Project Management staff and submitted to MDOT for their October 12, 2008 bid letting. The total project construction cost is estimated at $217,000.00 of which $210,722.00 will be paid for by the Congestion Mitigation and Air Quality (CMAQ) fund, and $6,278.00 will be the City of Ann Arbor share. All other costs including the design and construction engineering, and materials testing are estimated at $53,000 and will be paid for from the City's approved FY 2009 Capital Project Budget.
The project construction is scheduled to begin in April 2009 and continue through November 2009. Like all such projects, MDOT will award the construction contract and the City of Ann Arbor will act as the project engineer. One requirement for this type of project i...
