Resolution to Approve the Installation of Traffic Calming Devices on Glenwood Road (Overridge to Washtenaw) in the amount of $83,085.00

Attached for your consideration is a resolution for the installation of traffic calming devices on Glenwood Road, Overridge Drive to Washtenaw Avenue. The construction is expected to take place during the 2021 construction season by the City of Ann Arbor's contractor for the 2021 Annual Local Street Resurfacing project, and to be paid for from the proposed FY 2022 Local Street Fund Operations and Maintenance budget. The traffic calming plan includes 3 speed tables, and 2 raised intersections as shown on the attached final plan.
Poll responses from residents and property owners of the Glenwood Road project area have achieved the level of support required for the final plan (attached), per the Traffic Calming Program. The Glenwood Road (Overridge to Washtenaw) traffic calming project began with the residents' petition received in May 22, 2019. After the initial evaluation and completion of the speed study, the traffic calming public meetings were scheduled using the established traffic calming process; with accommodations for electronic meetings due to COVID-19 and the inability to safely hold in-person public meetings. Meetings were held on August 12, 2020 and September 17, 2020. Materials were mailed to residents in advance, and temporary informational signage was installed at each potential device location.
The adopted program allowed staff to send an initial questionnaire to each address in the project area to determine resident concerns and locations of those concerns, among other information. Staff used the initial questionnaire responses to prepare starter concepts for the first meeting. Staff and residents/property owners discussed interests and concerns and modifications to the initial concepts.
