Whereas, The City of Ann Arbor (the City) and the University of Michigan (the UM) have a long history of collaboration and cooperation based on their significant presence in and impacts on the Ann Arbor community;

Whereas, The City and the UM have a significant number of collaborative initiatives, projects and operating arrangements that are considered individually and supported based on their independent merits;

Whereas, Traffic management and the coordination between the UM Department of Public Safety and the City’s Safety Services Area (Police and Fire) have been recognized as a model by other Big Ten schools for managing game day experiences for patrons and the community;

Whereas, The City has supported the UM with traffic management and public safety services associated with the UM football games and other special events at the UM Stadium (collectively, “Special UM Events”) for many years;

Whereas, The UM has not reimbursed the City for City-provided Special UM Event traffic management services (“Signs and Signals”);

Whereas, The City’s provision of free Signs and Signal services to UM for Special UM Event reduces the City’s ability to perform traffic engineering, repair major streets, provide signage, and maintain signal operations throughout the City; and

Whereas, the City and UM have made significant progress recently towards the resolution of this issue and the City Administrator requires further policy direction from City Council;

Resolved, That the City desires a continued relationship with the UM which recognizes the value of collaboration and cooperation on initiatives, projects and operating arrangements which address mutual interests;
