Resolution to Adopt the South State Street Corridor Plan (Adopted by the CPC on May 21, 2013 - 9 Yeas, 0 Nays)
Memorandum
Approval of this resolution will adopt the South State Street Corridor Plan as an amendment to the City Master Plan: Land Use Element.
The South State Street Corridor Plan was developed in response to significant changes that have taken place in the South State Street corridor over the past two decades. The Planning Commission determined that because of these changes, as well as strong demand to develop land in the corridor, the master plan’s land use and transportation recommendations for the corridor should be re-evaluated and updated.
The Planning Commission kicked off the public engagement process in Spring 2012. This process included interviews with more than 50 stakeholders and two public meetings. Members of the public identified traffic congestion, aesthetic concerns, inadequate non-motorized facilities, poor way-finding, and desire for more vital land uses as issues to be addressed.
The recently adopted Sustainability Framework goals serve as a foundation for the plan. The plan contains corridor goals and recommended actions that tie directly to the citywide Framework’s goals for land use and access, community, climate and energy, and resource management.
City Council authorized distribution of the draft plan, consistent with State requirements, on February 4, 2013. The Planning Commission unanimously adopted the plan as an amendment to the City Master Plan: Land Use Element at its May 21, 2013 meeting. The Planning Commission also recommended City Council adoption of this plan as a part of the City Master Plan.
