Memorandum
Your approval is requested to award a contract to Monroe Plumbing & Heating Company (MPHC) for $139,300.00 to construct Primary Scum Well Improvements (PSWI) at the City's Wastewater Treatment Plant (WWTP).

Scum comprises fats, oils and grease, which floats on the water surface and must be removed to protect downstream equipment and treatment processes. Improvements to the WWTP primary scum pumping system are necessary to correct a problematic and poorly suited submersible pumping system that requires repeated pumping equipment replacement, cleaning and unclogging. Maintenance of this system is labor intensive and the harsh environment has resulted in early pump failure on numerous occasions. The PSWI is specifically designed to remedy the problems associated with scum management by installing pumping and mixing equipment with proven performance in this process. The PSWI will improve the scum management process and decrease long term maintenance costs.

The work to be performed under this contract is included in the capital improvements scope of the Facilities Renovations Project (FRP). The FRP is a major capital improvements project that is nearing design completion and requires several regulatory approvals prior to constructing. It is most cost effective to realize the benefits of the new system sooner by implementing these improvements independent of the balance of Facilities Renovations Project. Pumps and mixing equipment have already been purchased for this installation as previously approved by Council and are being made ready for installation.
WWTP staff solicited public bids for the PSWI as specified in ITB No. 4074. Five bids were received on June 16, 2010, as follows:
