Resolution to Approve the Purchase of Eight Police Patrol Cars from Signature Ford (Macomb County Bid $165,840.00)
Memorandum
The attached resolution authorizes the purchase of eight 2010 Ford Crown Victoria Police Interceptors at $20,730.00 each for the total amount of $165,840.00 from Signature Ford, Owosso, Michigan.
In addition to the two vehicles being replaced through the Fleet evaluation process in separate actions, we are requesting approval to replace an additional eleven vehicles assigned to the Police Department. Police vehicle replacement is mandated by contract and therefore they are not run through the Fleet evaluation process. Of the eleven Police vehicles recommended to be replaced, eight are listed on this resolution.
Recent staffing reductions in the Police Department resulted in a reduction of three patrol vehicles, six detective vehicles and four parking enforcement vehicles from the City Fleet in FY10. Proposed staff reductions in FY11 are not expected to result in an overall reduction of police vehicles for FY11 because of the 24/7 nature of police activity and how the planned reductions are being accomplished.
The eight 2010 Ford Crown Victoria police patrol cars will replace police patrol cars that will have reached the 80,000 miles or 6-year age limit in the next year. The City’s labor contracts with the Ann Arbor Police Officers Association and the Ann Arbor Police Supervisors require that vehicles used by their members will not be driven more than 80,000 miles or 6 years, whichever comes first.
Emissions information from the www.fueleconomy.gov
web site shows that, for full sized cars equipped with the same eight cylinder engines as the police patrol model, the Ford Crown Victoria produces the same or less greenhouse gas and has the same or better fuel economy. In addition the Crown Victoria is the only police patrol vehicle with an eight cylinder engine that is approved to use E-85 fuel.
