Title

Resolution to Approve a Contract with Michigan Hardscape LLC for $147,690

Memorandum

The Colonial Oaks RAD redevelopment project includes the property at 221 - 253 S. Seventh, which includes 4 duplexes of 1-bedroom apartments. The property has a history of standing water in the courtyard during storm events. The AAHC hired InSite Design to analyze the topography and water flow to design remediation measures to increase groundwater absorption and water-flow into storm-water drains. Attached is a design that includes several rain gardens, regrading, and permeable pavers in the parking lot.

InSite Design issued the attached Request for Proposals and received two proposals. The lowest qualified and responsible bidder was Michigan Hardscape LLC for $147,690. The AAHC procurement policy requires the AAHC Board to approve all contracts over $100,000. The funding has been secured through HUD’s Capital Fund Program and from the Federal Home Loan Bank.
