Resolution to Amend Funding for Art in Public Places (8 Votes Required)

Whereas, The Public Art Ordinance was revised on June 3rd to eliminate the requirement to use 1% of capital improvement project costs (up to $250,000.00 per project) for public art and to adopt a process where each capital project will be evaluated individually to determine whether it is appropriate for the inclusion of public art;
Whereas, The revised process provides necessary flexibility for staff to consider relative spending priorities and, as appropriate, recommend public art funding in designated "enhanced projects";
Whereas, The Art in Public Places fund currently has a substantial fund balance not committed to specific projects;
Whereas, The uncommitted fund balance was created through the 1% automatic allocation of funds from capital projects to public art in several originating funds (water, sewer, streets, parks, solid waste) where capital spending needs and priorities remain unfunded; and
Whereas, Council desires to return the uncommitted funds to their original source;
RESOLVED, The FY14 revenue and expenditure budgets be increased to return the Art in Public Places uncommitted fund balance to the original sources as follows:
