Resolution to Approve Street Closings for FestiFools Parade - Sunday, April 3, 2022
Memorandum
Attached for your consideration is a resolution to approve the closing of certain streets for the FestiFools Parade on Sunday, April 3, 2022. The event will begin at 4:00 P.M with setup beginning at 2:00 P.M. and the streets to be reopened by 6:00 P.M.
The FestiFools event will require closing of the following streets from 2:00 P.M. to 6:00 P.M. on April 3, 2022:
• State Street from Madison to William
• South University from Tappan to State
• Soft Closure from William and State to the Ann Arbor District Library
The sponsors, WonderFool Productions, the Ann Arbor District Library and the UM Alice Lloyd Scholars Program, agree to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses.
Notification of the street closings will be provided through the City’s and Festifool/Fool Moon websites, and emails sent through the Main Street Area Association. Flyers will also be distributed at least one week before the event.
The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.
A Covid Safety Plan is attached for your review. The intent of the parade is to have a constant flow for the short period of time within which the Parade takes place.

Whereas, The City has received a request to hold the FestiFools Parade on Sunday, April 3, 2022 beginning at 4:00 P.M.;
Whereas, The Sponsor is requesting closure of the following streets from 2:00 P.M. to 6:00 P.M. on Sunday, April 3, 2022:
• State Street from Madison to William
• South University from Tappan to State
• Soft Closure from William and State to the Ann Arbor District Library
Whereas, The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses; and
Whereas, Notification of the street closings will be provided through the City, emails, the University of Michigan and Fool/Moon FestiFools websites and flyers to be distributed at least one week before the event;
RESOLVED, That Council approve the closing of the following streets on Sunday, April 3, 2022 from 2:00 P.M. to 6:00 P.M.:
• State Street from Madison to William
• South University from Tappan to State
• Soft Closure from William and State to the Ann Arbor District Library
