Resolution to Approve a Purchase Order to Service Electric Supply for Three Motor Control Starters ($28,000.00)

Your approval is requested for a purchase order in the amount of $28,000.00 to Service Electric Supply for the purchase of three transfer pump motor control starters.
The Water Treatment Plant is replacing three transfer pump motors as they have exceeded their service life. Replacement of these motors requires the replacement of motor control starters for each of these motors. The starters are housed inside the Motor Control Center (MCC) for these motors. To avoid major modifications to the MCC and related systems, it is necessary that we purchase starters made by the manufacturer of the existing MCC. Cutler Hammer-Eaton is the manufacturer of the MCC. The new starters will also reduce the initial surge in electric consumption when the motor starts. Since Service Electric Supply is the sole source for Cutler Hammer-Eaton equipment and parts for Ann Arbor area, there are no competitive bids for this purchase.
Service Electric Supply has received Human Rights approval on March 24, 2008.
This purchase will be funded from the approved FY08 Operations and Maintenance Budget of the Water Supply System.

Whereas, The Transfer Pumps are necessary for reliable supply of drinking water for the City of Ann Arbor;
Whereas, Motors for three transfer pumps at the Water Treatment Plant have exceeded their serviceable life and are being replaced;
Whereas, The starters for the said motors also need to be replaced;
Whereas, Cutler Hammer - Eaton is the original equipment manufacturer of the motor control center for these transfer pumps;
Whereas, The replacement starters must be manufactured by Cutler Hammer - Eaton to fit and work with the existing motor control center;
Whereas, Service Electric Supply is the sole source distributor for this product in the Ann Arbor area; and
Whereas, Service Electric Supply obtained Human Rights approval on March 24, 2008 and complies with the Living Wage Ordinance.
RESOLVED, That Council accepts and approves the purchase order to Service Electric Supply in the amount of $28,000.00 for Transfer Pump Motor Control Starters;
RESOLVED, That the purchase order for the motor starters is to be funded from the approved FY08 Operations and Maintenance Budget of the Water Supply System; and
RESOLVED, That the City Administrator is authorized to take any other necessary administrative actions to implement this resolution.
