Memorandum

The attached resolution authorizes the purchase of one 2008 four wheel drive heavy duty cab and chassis at $33,462.00 from Signature Ford, Perry, Michigan.

 

This vehicle was an agenda item from the February 19, 2008, City Council meeting and removed from the resolution (R-08-0087) prior to its approval. There were questions on the maintenance history of this vehicle and the reasons behind the recommendation for replacement. This vehicle is being recommended for replacement due to its mechanical condition and the fact that is does not meet the current operational needs of the Field Operations Unit.

 

Mechanical Condition

 

Vehicle 3284  is used in the Field Operations Unit for daily Utility operations. Prior to the opening of the Wheeler Service Center, Utility vehicles were not maintained by Fleet services.  The service history for this vehicle, date and work performed, was available from Field through mid-2007 but does not include actual maintenance costs per individual vehicle. The Fleet service work history takes over beginning mid-2007.  Both serivce histories are attached for your review.

 

The results of our evaluation and the Fleet mechanic’s inspections are as follows:

 

Truck number 3284 is a complete utility service repair truck, has been in service for 7 years and has 37,050 miles of operation. Repairs required are minor with an estimated cost of $230.00.

 

Operational Issues

 

As a utility service repair truck, 3284 is used during customer service emergency on/offs and service repairs, water main breaks, hydrant repairs, valve operations and repair, and the installation of water taps.  Prior to 2007 this vehicle was used solely for customer water service duty.  As the automated meter reading equipment installation is nearing completion and those service requirements are significantly reduced, the vehicle is being utilized for a broader variety of activities.  The amount of tools and supplies carried on the unit has increased to the point that this unit is about 3000 lbs over its maximum GVW of 11,000 lbs.  In the event Truck 3284 is not replaced, it will be necessary to restrict its utilization in line with its capacity, necessitating a duplication of deployment of staff and vehicles for many of the operations listed above.

 

We are requesting to replace it with the heavier 16,000 lbs cab and chassis. Once the cab and chassis unit is received, a service body and snowplow will be installed with an estimated cost of $11,000.00, which brings the total cost of the complete unit to $44,462.00.  This new vehicle will allow staff to respond to numerous emergency situations with all of the necessary equipment and parts, thereby reducing response time and eliminating a trip back to the WR Wheeler Center to retrieve additional parts.

 

Signature Ford’s bid to Macomb County was the only one of the Cooperative Purchasing Programs to award a bid for cab and chassis with a 16,000 GVW.

 

The Green Fleet Committee has reviewed and recommended this purchase per the goals and guidelines of the City’s Green Fleet Policy to reduce the amount of fuel used and to pay a premium for "greener" vehicles if necessary.

 

Signature Ford received Human Rights approval on January 29, 2008.

Whereas, The Fleet and Facilities Unit needs to purchase replacement vehicles for the City’s fleet;

 

Whereas, Competitive bids were received by the State of Michigan, Oakland County, and Macomb County’s Cooperative Bid programs;

 

Whereas, Signature Ford, Perry, MI, is the lowest responsive bidder to Macomb County; and

 

Whereas, Signature Ford received Human Rights approval on January 29, 2008;

 

RESOLVED, That City Council approve the issuance of a purchase order to Signature Ford in the amount of $33,462.00 for the purchase of one 2008 Ford F-450 Four Wheel Drive Cab and Chassis from the 2008 Water Supply System Operating budget;

 

RESOLVED, That vehicle 3284 be sold at the next City vehicle auction; and

 

RESOLVED, That the City Administrator is authorized to take the necessary actions to implement this resolution.
