Resolution to Approve Agreement with The Regents of the University of Michigan for Municipal Parking Citation Processing, Collections and Record Management Services

Attached for your review and approval is a resolution to approve a contract with The Regents of the University of Michigan (the University) for parking citation processing, collection and record management services.
The City and the University have executed similar contracts in 2008 and 2014 for parking citation processing, collection and record management services, through which the City provides service to the University. The University compensates the City by providing funds to offset the expense for one of the City’s two Parking Referees and overhead costs. Staff time of Treasury, Customer Service and Attorney staff, as well as information technology and cost allocation plan expenditures are included in the overhead calculations. The existing contract for services expired December 31, 2021.
The new contract would be effective January 1, 2022 and expires December 31, 2026, with an option for a three year extension

Whereas, The City currently provides parking citation processing, collection and record management services to The Regents of the University of Michigan;
Whereas, The City’s services to The Regents of the University of Michigan under the terms of the current contract expired December 31, 2021; and
Whereas, The City and The Regents of the University of Michigan wish to enter into a similar agreement for a period of five years commencing January 1, 2022 and expiring December 31, 2026; and
Whereas, The parties have negotiated the contract which defines the duties and responsibilities of the City and The Regents of the University of Michigan for the contract term;
RESOLVED, That City Council approve the Agreement with The Regents of the University of Michigan for Municipal Parking Citation Processing, Collections and Record Management Services;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract amendment after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this Resolution, including execution of the three-year extension, if warranted.
