Resolution to Approve a Contract with Governmental Consultant Services Inc. for Lobbying Services ($48,000.00)
Memorandum
The attached resolution requests authorization for a 12 month contract for services with Governmental Consultant Services, Inc. (GCSI) for lobbying services in the amount of $48,000.00 for fiscal year 2011/2012.
GCSI's current contract for services expires on June 30, 2011. GCSI has done an outstanding job for the last ten years communicating issues currently pending before the legislature. It is in the City's best interest to continue to retain the services of GCSI.
Funds for this contract are included in the FY 2011/2012 Administrator's Office budget. GCSI received Human Rights approval on May 23, 2011 and complies with the provisions of the City's living wage ordinance.

Whereas, In 2001, City Council sought proposals for the provision of lobbying services for the City and awarded a one-year contract to Governmental Consultant Services, Inc. (GCSI) which under the terms of the contract provided for two six-month service periods;
Whereas, GCSI's contract for services expires on June 30, 2011;
Whereas, GCSI has done an outstanding job for the past ten years of communicating issues currently pending before the legislature;
Whereas, Funds for this contract are included in the Administrator's Office FY 2011/2012 budget; and
Whereas, GCSI received Human Rights approval on May 23, 2011 and complies with the provisions of the City's Living Wage Ordinance;
RESOLVED, That Council approve a 12 month contract with GCSI in the amount of $48,000.00 for fiscal year 2011/2012 to perform lobbying services for the City;
RESOLVED, That the Mayor and City Clerk be authorized to sign the agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions, including the authority to execute on behalf of the City any related documentation to identify GCSI as lobbyist for the City of Ann Arbor, to implement this resolution.
