Memorandum
This ordinance will rezone some properties in the Lower Burns Park neighborhood (properties on Golden Avenue, Granger Avenue, Rose Avenue and Brooklyn Avenue, as shown on attached boundary map) from R4C to R1D. The proposed rezoning of these properties is consistent with current City plans and policies. It follows an area-specific recommendation of the Central Area Plan for downzoning this particular portion of the Lower Burns Park neighborhood. The attached staff report contains a comprehensive analysis of the rezoning, as well as background and historical information.
Residents and property owners in the Lower Burns Park neighborhood were informed of the rezoning. Included in the notice was a pamphlet describing the proposed rezoning in detail and providing answers to commonly asked questions. The City Planning Commission, at its meeting of December 18, 2007, recommended approval of the rezoning.

The City of Ann Arbor ordains:
