Resolution to Appropriate and Amend the Project Budget for the Construction Phase of the Waldenwood Drive Sidewalk ($6,818.00) (8 Votes Required)

Attached for your review and approval is a resolution for the construction of a new sidewalk along the east side of Waldenwood Drive from approximately 100 south of the King Elementary School driveway to Penberton Drive. This resolution will authorize the City to construct the new sidewalk along Waldenwood Drive. The attached map shows the location of the proposed sidewalk.
On June 14, 2013, staff received a petition requesting the City construct a sidewalk at the above referenced location. The petition had nine (9) signatures from seven (7) separate households. The Ann Arbor Public Schools (AAPS) Transportation Safety Committee has agreed the use of a new crosswalk at this stop controlled location would be preferable over the existing mid-block crossing at the school entrance.
Subsequently on August 8, 2013 City Council allocated a $10,000.00 project budget for the design and public process for a potential project. Staff moved forward with the process and has a preliminary design and a cost estimate prepared.
A public meeting was held on October 3, 2013 regarding the community desire for a sidewalk at this location. Twenty two people attended the meeting to ask questions and provide feedback. A feedback form was distributed and 15 were returned. Of the returned forms 10 indicated support of installation of the sidewalk and 5 were opposed.
The proposed work would include 186 feet of eight (8) foot wide sidewalk installed at the back of the existing curb. An ADA compliant curb ramp would be included at the corner of Penberton and Waldenwood, to connect with the existing sidewalk to the west. The construction work would be performed by the contractor selected for the Annual Street Resurfacing project.
This Resolution authorizes the appropriation of an additional $6,818.00 from the City's General Fund, Fund Balance for construction of the sidewalk as a part of the annual street resurfacing project. The requested amount will augment the existing project budget established for design and allow for the construction, engineering inspection and contingencies. The total amount for this phase will total $16,000.00.

Whereas, A public sidewalk does not exist along the east side of Waldenwood Drive from approximately 100 feet south of King Elementary School to Penberton Drive;
Whereas, In June 2013, a petition was received by the Public Services Area Administrator's Office requesting the installation of a sidewalk along this section of Waldenwood Drive;
Whereas, On August 8, 2013 City Council approved a $10,000.00 general fund appropriation to establish the public engagement and design phase of the project;
Whereas, The unspent portion of the appropriation is available for the construction phase of the project;
Whereas, In October 2013, a public meeting was held and the majority of the residents support the installation of a sidewalk along this section of Waldenwood Drive; and
Whereas, The total estimated construction cost for the sidewalk is $16,000.00;
RESOLVED, That City Council approve the installation of the sidewalk on Waldenwood Drive;
RESOLVED, That such approval does not confer agreement to relocate the existing mid-block crosswalk;
RESOLVED, That the additional sum of $6,818.00 be appropriated for the construction and completion of said project, such sum being appropriated from the General Fund, Fund Balance and amend the existing project budget for a total budget of $16,818.00 to be available without regard for fiscal year for purposes of said project;
RESOLVED, That the Annual Resurfacing Project will be reimbursed for the cost of the sidewalk from the Waldenwood Sidewalk Project Budget;
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution; and
RESOLVED, That any unspent portion of said sum be re-appropriated and re-advanced as above for said project for succeeding fiscal years.
