Resolution to Approve a Professional Services Agreement with OHM Advisors for Engineering Services for the Water Distribution Plan and Model Update ($604,797.00)

Memorandum

Attached for your review and approval is a resolution to authorize a Professional Services Agreement with OHM Advisors to update the City’s water distribution comprehensive plan and hydraulic model.   

 

The goal of this project is to ensure a sustainable water distribution system that is protective of the public health while maintaining an acceptable level of service. This will be accomplished by analyzing current and future population projections, water use and distribution piping data, and by updating the water system’s hydraulic model.  When complete, the comprehensive plan will be used to identify areas needed to improve water system quantity and quality, and provide a prioritized list of recommended projects that can be used in capital project planning.

The City issued a Request for Proposal (RFP #23-57) in September 2023 for selecting a consultant to perform engineering services for the above project.  Proposals were received from four (4) firms on November 1, 2023.  A staff selection committee reviewed the proposals and determined OHM Advisors the most qualified for the work according to several criteria:

 

Professional Qualifications (20%)

Past Involvement with Similar Projects (20%)

Work Plan (40%)

Fee Proposal (20%)

 

The project is anticipated to be completed in late 2025.  Additional project budget is requested to retain OHM Advisors for a three (3) year period following the completion of this project for as-needed hydraulic modeling services as outlined in the RFP.  These as-needed services may include: future updates to the hydraulic model; system operation troubleshooting, development impact analysis, etc.

Budget/Fiscal Impact:  Funding is available in the FY24 Systems Planning Water Fund Operations and Maintenance Budget and will be available in future fiscal year budgets if so, approved by Council.

Whereas, Professional consulting services are needed in the form of engineering for the Water Distribution Plan and Model Update Project;

 

Whereas, City published RFP #23-57 and four (4) proposals were received and publicly opened on November 1, 2023; 

 

Whereas, Proposals were reviewed by Procurement and evaluated by City staff on the basis of professional qualifications, past involvement with similar projects, proposed work plans and fee schedule;

 

Whereas, Staff selected OHM Advisors as most qualified to perform the work identified in RFP #23-57;

 

Whereas, Funding is available in the approved FY24 and future Systems Planning Water Fund Operations and Maintenance Budgets, subject to the annual appropriation of funding; and

 

Whereas, OHM Advisors complies with the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That the City Council approve a Professional Services Agreement with OHM Advisors in the amount of $604,797.00 for professional consulting services for the Water Distribution Plan and Model Update Project (RFP 23-57);

 

RESOLVED, That the City Administrator be authorized to approve amendments to OHM Advisors’ professional services agreement up to $60,479.00 in order to satisfactorily complete the project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
