Resolution to Increase the Service Order Funding the Collaboration with Washtenaw County Water Resources Commissioner ($27,970.00/Annually)

Memorandum

The City of Ann Arbor and the Office of the Washtenaw County Water Resources Commissioner (WCWRC) have a long successful history of collaboration.  The Huron River Pollution Abatement project, which led to the removal of non-residential illicit connections from the stormwater system, began in 1987.  This collaboration has continued with joint projects such as Olsen Park, Mallets Creek Restoration Project, Illicit Discharge and Elimination Program (IDEP), demonstration rain gardens, Mary Doyle Park and Wetlands Restoration and currently the Allen Creek Stormwater Initiative. Each of these joint projects have received grant or loan support which has been administered by the County.

 

On August 7, 2000, City Council approved a resolution directing the Mallet’s Creek Restoration activities be coordinated through the WCWRC.  To continue to foster coordination of stormwater activities, on June 2, 2008, City Council approved a resolution to fund collaboration with the WCWRC at $35,000.00 per year. 

 

Since that resolution was approved, the County has secured $5.7 million in low interest State Revolving Fund loans to construct stormwater improvements in Allen Creek.  On November 17, 2008, City Council approved a resolution to petition the WCWRC to complete these improvements.  As such, the city will require a greater level of effort from County staff than originally estimated.  The attached resolution would approve an amended service order for up to $62,970.00 for each year with the Office of Washtenaw County Water Resources Commissioner for stormwater coordination services and for applications and administration of grants and loans. 

 

Funding for this increase is available in FYO9 Stormwater System Operations and Maintenance budget.  Future extensions are subject to approved funding.

Whereas, The City of Ann Arbor has a long standing history of successful collaboration with the Washtenaw County Water Resources Commissioner;

 

Whereas, On August 7, 2000, City Council directed staff to coordinate the Mallets Creek restoration efforts with the Washtenaw County Water Resources Commissioner’s office;

 

Whereas, This collaboration between the City of Ann Arbor and the Washtenaw County Water Resources Commissioner has been very successful in being awarded grants and loan;

 

Whereas, On June 2, 2008, City Council approved a $35,000.00 service order to the Washtenaw County Water Resources Commissioner for additional coordination of stormwater activities;

 

Whereas, Subsequent to the approved service order, the County was awarded  5.7 million in low-interest loans from the State Revolving Fund for stormwater improvements in Allen Creek; and

 

Whereas, On November 17, 2008, City Council approved a resolution to petition the County to complete these improvements;

 

RESOLVED, That Council approves an amended service order to the Washtenaw County Water Resources Commission for an amount of up to $62,970.00/year for applications and administration of grants and loans, coordination services, and miscellaneous services related to stormwater;

 

RESOLVED, That the City Administrator be directed to approve an amendment to the existing service order with the Washtenaw County Water Resources Commissioner for applications and administration of grants and loans, coordination services, and miscellaneous services related to stormwater for an amount up to $62,970.00;

 

RESOLVED, That the City Administrator be authorized to renew the amended service order for the remaining three 1-year periods, provided both parties agree to an extension and subject to approved funding;

 

RESOLVED, That this increase of the service order be funded from the approved FY09 Operations and Maintenance budget  of the Stormwater System and from subsequent years' budgets if so approved by Council; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution.
