Memorandum
Your approval is requested to authorize the purchase of a steam sterilizer from Primus Sterilizer Company for $41,072.00 for the City's Environmental Services Laboratory
 
The City's Environmental Services Laboratory and Water Treatment Services use a steam sterilizer to sterilize testing equipment, and  microbiological media and supplies prior to disposal. Both Federal and State regulations require proper sterilization of testing equipment, microbiological media and supplies. This new steam sterilizer will replace the existing sterilizer that is no longer functional and cannot be repaired as the replacement parts are no longer available.
 
The following four bids were received in response to the Bid No. ITB 3980 to purchase a steam sterilizer:

Staff has reviewed the bids and recommends accepting Primus Sterilizer Company's bid in the amount of $41,072.00 as the lowest responsible bid to furnish a steam sterilizer in accordance with the bid no ITB 3980.
                                    
Primus Sterilizer Company received Human Rights approval on December 1, 2008 and meets the Ann Arbor Living Wage Ordinance.
 
Funds are budgeted in the FY09 Operating and Maintenance Budgets of the  Water Supply System and Sewage Disposal System for this purchase.

Whereas, The City's Environmental Services Laboratory uses steam sterilizer to sterilize microbiological media and supplies prior to disposal;
 
Whereas, The existing steam sterilizer is non-functional and needs to be replaced as it cannot be repaired due to non-availability of replacement parts;
 
Whereas, Of the four bids received in response to the bid no ITB 3980, Primus Sterilizer Company submitted the lowest responsible bid in the amount of $41,072.00 to furnish a steam sterilizer;  
 
Whereas, The bid of Primus Sterilizer Company in the amount of $41,072.00  to furnish a steam sterilizer is acceptable to the City;  and
 
Whereas, On December 1, 2008, Primus Sterilizer Company received Human Rights approval and meets the Ann Arbor Living Wage Ordinance,
 
RESOLVED, That a purchase order be issued to Primus Sterilizer Company in the amount of $41,072.00 to supply a steam sterilizer ;
 
RESOLVED, That the City Administrator be authorized to take necessary actions to implement this resolution; and
 
RESOLVED, That $20,536.00 from each of the FY09 Operations and Maintenance Budgets of the Water Supply System and the Sewage Disposal System will fund the purchase of the steam sterilizer.
