Resolution to Approve Street Closings for the Ann Arbor Marathon Running Event - Sunday, June 9, 2013

Attached for your consideration is a resolution to approve the closing of certain streets for the Ann Arbor Marathon Running Event on Sunday, June 9, 2013 from 5:30 A.M. to 1:00 P.M.
The sponsor, Champions for Charity, is raising money through this event for the Ann Arbor Public Schools Education Foundation (AAPSEF). This fundraising opportunity has the support of many in the local community including the Ann Arbor/Ypsilanti Regional Chamber, Ann Arbor Main Street BIZ and the Ann Arbor Area Convention and Visitors Bureau.
The race is scheduled to begin at 6:45 A.M. and end by 1:00 P.M. with set up at approximately 5:30 A.M. and cleanup at approximately 1:00 P.M. All streets will be reopened as soon as safely possible after participants have cleared the affected areas.
· Start at South Main Street and East Keech Ave (in the Eastern/NB lanes) to East Liberty
· Right on Liberty to South State Street
· Right on State Street to North University
· Left on North University to the Crosswalk by the bus station
· Left to the pedestrian bridge (at CCRB) to Observatory
· Right on Observatory to Geddes Ave
· Left on Geddes to Huron Parkway
· Left (south) on Huron Parkway to E Huron River Dr (using solely Eastern/Northbound lanes)
· Left on East Huron River Dr to Dixboro Rd (using solely Northern/Westbound lanes)
· Left on Dixboro Rd to turn onto Old Dixboro Rd (using solely the outer of the two Western/Southbound lanes)
· Old Dixboro Rd to entrance to Gallup Park
· Right into Gallup Park
§ West on the running trail to road immediately West of East parking lot
§ West on road to wooden bridge
§ Proceed on road over wooden bridge to Fuller Rd
· Right on Fuller Rd to Huron Parkway
· North on Huron Parkway (using Western/Southbound lanes) to Plymouth Road
§ Turn around and head back South to Hubbard Road
· Right on Hubbard Road to Hayward Street
· Left on Hayward Street toward Murtin Ave
§ Turn around before Muffin Ave and head back East toward Hubabrd Road
· Right on Hubbard to Huron Parkway
· Right on Huron Parkway to Fuller Road
· Right on Fuller Road to Fuller Court (using only the Southern/Westbound lane)
· Left on Fuller Court behind the VA Hospital to Fuller
· Left on Fuller (using only the Southern/Eastbound lane) to East Medical Center Drive
· Left on East Medical Center Drive to Nichols Drive
· Left on Nichols Drive that dead ends into the Ann Arbor Arboretum

The Sponsor, agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets, and will reimburse the City for all event expenses.
The Sponsor has made changes in the event to address concerns that arose due to last year's event.
· The date of the event in 2013 is June 9, avoiding Father's Day, which was the day of the Marathon in 2012.
· Rerouted the path of the race to minimize adverse impact on traffic and pedestrians within the City. This year, Washtenaw Avenue is not part of the route. This will also minimize impacts on AATA service.
· The Sponsor will increase notifications to neighborhood associations, churches, and apartment complexes; they will also work closely with the City's communications office, UM, AATA and AAPS for improved notifications. Notifications of the street closings will also be provided through the City's website.
· Improved training, including trial runs, of marshals so that they are well-versed with alternative routes and have alternate route maps for the public and are able to provide adequate information about those alternative routes to the public, if need be.
The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.
