Memorandum
Attached for your review and action is a resolution to approve contracts with Landscape Architecture, Architecture and Engineering firms determined to be qualified to provide design services for capital improvements and renovation projects for Parks and Recreation Services.  Funding for these contracts is included in the Park Rehabilitation and Development Millage, Park Repair and Restoration Millage, and Park Maintenance and Capital Improvements Millage.
 
Statements of Qualifications were requested from professional landscape architecture, architecture and engineering firms who have familiarity with the Ann Arbor area and have experience in design and engineering of parks and recreation facilities, master planning, and project management.  To be "qualified" to perform, firms must demonstrate experience in working with municipalities, substantial public involvement, and specific needs associated with recreation facilities.  Twenty-two firms submitted statement of qualifications, and after review and interviews, four firms were selected to provide competitive quotations on various design requests in connection with the City of Ann Arbor parks system improvements.
 
This process is being implemented to create efficiencies and streamline the process of choosing consultants for a variety of park design projects.  Parks and Recreation Services often requires the services of consultants to perform design and engineering work on multiple smaller and medium scale projects, including, but not limited to: architectural design of additions for existing recreation facilities, structural engineering work for retaining walls and to evaluate aging buildings, and civil engineering design of stormwater facilities in parks.  Requiring proposals and interviews of consultants for each project is expensive and time consuming.  By pre-qualifying consultants who are capable of performing the work and have the experience appropriate for park work, valuable in-house staff resources will be more effectively utilized.
 
Several projects have been identified, including West Park stormwater design and retaining wall renovation, Cobblestone kitchen renovations, and pedestrian bridge repairs.  Additionally, several recreation facilities are in need of renovation requiring architectural and engineering services that will have budgets associated with them in the upcoming fiscal years.
 
The qualified consulting firms will execute contracts for services with the City and must satisfy all compliance requirements as stated in the Request for Qualifications for General Landscape Architecture, Architecture and Engineering Services.  They will receive bids as released for design work of one or more projects.  Projects will be awarded based on the quality of the proposal for a particular project, the ability to complete the work based upon the information contained in the bid request, including any limit/maximum amount of work the firms can accept during a contract period, and the fee requested per project.  The master contracts being proposed are for a period of three years to allow for multiple projects to be implemented.
 
All contract awards are subject to consulting firms' receipt of human rights approval.

Whereas, The City of Ann Arbor released a General Landscape Architecture, Architecture and Engineering Services Request for Qualifications #689 to identify qualified design consultants who have experience in the Ann Arbor area and have experience in design and engineering of parks and recreation facilities, master planning, and project management;
 
Whereas, Beckett & Raeder, Bona & Kolb Architects and Designers, Mitchell and Mouat Architects, and The Mannik & Smith Group submitted Statements of Qualifications and are qualified to perform the work required;
 
Whereas, It is recommended that each of the four qualified consulting firms be awarded a contract for services for up to three years to perform design services for park projects;
 
Whereas, Every project will include solicitations for competitive quotes;
 
Whereas, Award of contracts for services in this manner will allow for the City to expedite the design, engineering and implementation process;
 
Whereas, There is sufficient funding in the Park Rehabilitation and Development Millage, Park Repair and Restoration Millage, and Park Maintenance and Capital Improvements Millage to cover the cost of these services to be performed; and
 
Whereas, The four firms have agreed to comply with the living wage ordinance as part of the qualification process and contract award is subject to receipt of Human Rights approval;
 
RESOLVED, That the Mayor and Council approve three-year contracts for General Landscape Architecture, Architecture and Engineering Services with Beckett & Raeder, Bona and Kolb Architects and Designers, Mitchell and Mouat Architects, and the Mannik & Smith Group for an amount not to exceed $300,000;
 
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute said contracts after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
 
RESOLVED, That the City Administrator is authorized to take the necessary administrative actions to implement this resolution, including the approval of work statements for individual projects based on competitive bids by the qualified consulting firms and after approval as to form by the City Attorney without regard to fiscal year.
