Memorandum
Attached for your review and action is a resolution to approve contracts with professional land surveying firms determined to be qualified to provide surveyor services in connection with the acquisition of development rights, conservation easements and fee simple purchases for parkland.  Funding for these contracts is in the Open Space and Parkland Preservation Bond Proceeds.
 
Statements of Qualifications were requested from professional land surveying firms who have familiarity with the Ann Arbor area and have experience in legal property description, boundary line survey of property showing all topography, easements, encumbrances and infrastructure in relation to conservation and open space easements, farmland developments rights and for the purchase, in whole or in part, of the real property.  To be "qualified" to perform surveys in connection with the acquisition of development rights and conservation easements, surveyors must be licensed certified Professional Land Surveyors and have experience in Washtenaw County.  Qualifications were reviewed and three firms have been selected to provide competitive quotations on various survey requests in connection with the City of Ann Arbor Parks and Open Space Program (commonly known as the Greenbelt Program.)
 
The qualified land surveying firms will execute contracts for services with the City and must satisfy all compliance requirements as stated in the Request for Qualifications for Professional Land Surveyor Services.  They will receive bids as released for survey work of one or more parcels.  Bids will be awarded on the basis of past performance and the ability to complete the survey based upon the information contained in the bid form, including any limit/maximum amount of work the firms can accept during the 12 month contract period.
 
Midwestern Consulting, Washtenaw Engineering, and Hubbel, Roth & Clark, Inc. all meet the living wage and prevailing wage requirements.  Midwestern Consulting received Human Rights approval on December 10, 2007, and Washtenaw Engineering and Hubbel, Roth & Clark, Inc. received Human Rights approval on December 21, 2007.

Whereas, The City of Ann Arbor released a Professional Land Surveyor Services Request for Qualifications #684 to identify qualified Professional Land Surveyors who have experience in the Ann Arbor area and in legal property description, boundary line survey of property showing all topography, easements, and encumbrances for the purchase, in whole or in part, of real property;
 
Whereas, Washtenaw Engineering, Midwestern Consulting, and Hubbel, Roth and Clark, Inc. (HRC) submitted Statements of Qualifications and are qualified;
 
Whereas, It is recommended that each of the three qualified Professional Land Surveyor firms be awarded a contract for services for one year with specific services in connection with applicant property to be solicited by competitive quotations as required during the contract period from the qualified survey firms;
 
Whereas, Award of contracts for services in this manner will allow the City to expedite the survey process for eligible properties;
 
Whereas, There is sufficient funding in the Open Space and Parkland Preservation Bond Proceeds to cover the cost of these services; and
 
Whereas, The three firms have agreed to comply with the living wage ordinance as part of the qualification process and contract award is subject to receipt of Human Rights approval;
 
Whereas, Midwestern Consulting, Washtenaw Engineering, and Hubbel, Roth & Clark, Inc. all meet the living wage and prevailing wage requirements, with Midwestern Consulting receiving Human Rights approval on December 10, 2007, and Washtenaw Engineering and Hubbel, Roth & Clark, Inc. receiving Human Rights approval on December 21, 2007;
 
RESOLVED, That City Council approve one-year contracts for Professional Land Surveyor Services with Washtenaw Engineering, Midwestern Consulting, and Hubbel, Roth and Clark, Inc. (HRC);
 
RESOLVED, that the Mayor and City Clerk are authorized and directed to execute said contracts after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
 
RESOLVED, That the City Administrator is authorized to take the necessary administrative actions to implement this resolution, including the approval of survey work statements for individual properties based on competitive bids by the qualified land survey firms and approval as to form by the City Attorney without regard to fiscal year.
