Memorandum
Attached is a resolution to authorize a purchase order in the amount of $68,195.00 to Michigan Municipal Instrumentation, Inc.  Bid Number ITB-4193 was issued in October, 2011 for Procurement of Water Meters - Phase II to replenish depleted inventory of water meters.  
The following two bids were received for furnishing water meters:
 
 Michigan Municipal Instrumentation, Inc.      $68,195.00
 Etna Supply Company                  $50,221.00*

The bid documents requested submittal of pricing for ABB AquaMaster 3 meters.  There are approximately 300 ABB meters currently installed in the distribution system.  The base bid product was selected to provide an improved product over what is currently installed without incurring the training costs associated with introducing a new manufacturer's product into the system.  Only one bidder submitted bids including the specified meter; Michigan Municipal Instrumentation, Inc.  The apparent low bidder did not supply pricing for the specified meters, nor did they submit pricing for the full range of meter sizes required.  In addition, the apparent low bidder supplied pricing for meters that are not approved alternates meeting the requirements of the contract specifications.  
 
Since Michigan Municipal Instrumentation, Inc. submitted the only bid to supply the specified water meters, it is recommended that the bid from Michigan Municipal Instrumentation, Inc for $68,195.00 be accepted, and that Michigan Municipal Instrumentation, Inc. be awarded the contract for Procurement of Water Meters - Phase II.
 
The water meters and supplies to be purchased will be used for operations and maintenance (O & M) requirements such as new meter accounts, or to replace non-warranty meters.
 
Sufficient funds have been budgeted in the approved FY12 Public Services Area, Field Operations Unit Water Supply System (0042) and Sewage Disposal System (0043) operating budgets.
 
Michigan Municipal Instrumentation, Inc. employees less than five individuals; therefore, is exempt from Human Rights requirements.

Whereas, The Public Services needs to purchase water meters and supplies for operations and maintenance of the water system;
 
Whereas, Of the two bids received, Michigan Municipal Instrumentation, Inc., provided the only bid for the specified equipment;
 
Whereas, Funds are available in the approved FY12 Public Services Area, Field Operations Unit, Water Supply System ($34,097.50) and Sewage Disposal System ($34,097.50) operating budgets; and
 
Whereas, Michigan Municipal Instrumentation, Inc., employees less than five employees, they are exempt from Human Rights requirements;
 
RESOLVED, That Council accepts the proposal and awards a contract to Michigan Municipal Instrumentation, Inc., in the amount of $68,195.00 for the Procurement of Water Meters - Phase II from the approved FY12 operating budgets of Water Supply System ($34,097.50) and Sewage Disposal System ($34,097.50);
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract for supply of equipment and supplies after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
 
RESOLVED, That the City Administrator be authorized to take any necessary actions to implement this resolution.
