Memorandum
You are requested to approve a service purchase order with DTE Energy to reimburse it $49,475.00 to relocate and install a new natural gas meter at the City's Wastewater Treatment Plant (WWTP).
 
On March 7, 2005, Council approved award of a contract to Malcolm Pirnie, Inc. to design the Facilities Renovations Project (FRP).  The FRP addresses renovations identified in the WWTP Facilities Master Plan, a comprehensive 25-year planning document that provides the basis and schedule for rehabilitation and replacement of major equipment at the WWTP.  Renovations to the WWTP include demolition and replacement of the oldest portions of the plant.  Relocating and replacing the natural gas meter is necessary in order to demolish and construct new facilities in the vicinity of the existing gas meter.  Implementing construction without relocating the meter will increase construction costs and restrict the placement and sizing of process equipment.
 
Council approved the budget and funding for this project during the FY05 capital budget process.  The Facilities Renovations Project is included in the City's approved FY 05/10 and FY 06/11 Capital Improvements Plans.
 
Funds to finance this work are available in the proceeds of the Sewer Revenue Bonds Series XIX, sold in the spring of 2004.

Whereas, Renovations to the City's Wastewater Treatment Plant (WWTP) include demolition and replacement of the oldest portions of the plant;
 
Whereas, Relocation of a DTE Energy natural gas meter is necessary in order to demolish and construct facilities adjacent to the existing meter;
 
Whereas, Implementing construction without relocating the meter introduces health and safety risks, increases construction costs and restricts the placement and sizing of process equipment;
 
Whereas, DTE Energy has collected the necessary site information and provided a cost proposal to relocate and install a new natural gas meter;
 
Whereas, The proposal from DTE Energy includes all the design, materials and construction needed to relocate the natural gas meter;
 
Whereas, Completion of this work requires approval of a service purchase order in the amount of $49,475.00;
 
Whereas, The WWTP renovations are identified in the City of Ann Arbor WWTP Facilities Master Plan and included in the approved FY 05/10 and 06/11 Capital Improvements Plans; and
 
Whereas, The WWTP Facilities Renovation project and it's associated funding was approved by Council during the FY05 capital budget process;
RESOLVED, That Council approves a service purchase order with DTE Energy to reimburse it $49,475.00 for its costs to relocate and install a new natural gas meter for the WWTP;
 
RESOLVED, That the City Administrator or designee be authorized to take the necessary administrative actions to implement this resolution after approval as to substance and form by the City Attorney; and
 
RESOLVED, that the agreement is funded from the proceeds of the Sewer Revenue Bonds Series XIX, sold in the spring of 2004.
