Resolution to Approve Construction Contract with Doetsch Environmental Services, Inc., to Repair Sanitary Sewer Manholes on Zina Pitcher Place and Huron Street ($85,000.00)
Memorandum
The attached resolution seeks ratification of the City Administrator's authorization, pursuant to Section 1:317(2) of the Ann Arbor City Code, to award a contract to Doetsch Environmental Services, Inc. (Doetsch), in the amount of $85,000.00 for the Repair of Sanitary Sewer Manholes on Zina Pitcher Place and Huron Street.
In the spring of 2014, the deteriorating condition of two existing deep sanitary sewer structures was discovered. The structures are located within Zina Pitcher Place near the intersection with Huron Street; and on Huron Street in the westbound lane between Zina Pitcher Place and Glen Avenue.
The manhole located at Zina Pitcher is a narrow structure 25 feet deep. A part of the manhole bottom has deteriorated. A hole has developed in the brick sidewall at the bottom of the structure and a void has developed in the soil beyond the manhole wall which threatens the stability of the overlaying roadway. The 8-inch inlet pipe from the south is believed to be collapsed and buried.
The structure located in Huron Street is also a narrow structure and is about 20 feet deep. It also has a deteriorating bottom, bricks falling from manhole walls, and inlet/outlet pipes in need of repair.
Upon completion of an investigation of the failing sanitary sewer structures, Project Management determined immediate repairs were required and solicited proposals and quotes from a number of contractors who have the necessary experience in performing this type or work. A proposal was received from one contractor, Doetsch Environmental Services, Inc., in the amount of $85,000.00 to rehabilitate the structures. The other contractors contacted were either unable to or not interested in performing the work.
Doetsch proposed to combine structural repairs with manhole lining technology which will eliminate the need for excavation and minimize inconvenience to pedestrian and vehicular traffic. Construction is anticipated to last two to three weeks. Doetsch will start the work in January 2015.
Funding for this work is available in the approved sanitary sewer capital budget.
When the failing sanitary sewer structures were discovered, an emergency purchase order was approved, as provided in City Code 1:317 to allow the rehabilitation work to begin as soon as possible. Further study of the structures, the need for additional research on repair techniques and technology, and the requirement for special safety equipment resulted in the emergency work not proceeding.
Doetsch Environmental Services, Inc. received Human Rights approval on November 12, 2014. The contractor's employees on this project will be compensated in accordance with the City of Ann Arbor Living Wage Ordinance.

Whereas, The information received by Project Management regarding the two structures indicated that immediate repairs were required;
Whereas, Project Management solicited proposals from a number of firms qualified to do this kind of work and received a proposal from Doetsch Environmental Services, Inc. (Doetsch), of Warren, Michigan, in the amount of $85,000.00 on October 9, 2014;
Whereas, The method to repair the two structures proposed by Doetsch was researched and determined to be in the City's interest;
Whereas, The City Administrator approved Project Management's request for an emergency contract on November 10, 2014, as required by City Code 1:317(2);
Whereas, Doetsch had to specially order safety equipment to be able to perform the work, and will start the work in January as soon as the equipment arrives;
Whereas, Ratification of the emergency purchase order and contract with Doetsch Environmental Services, Inc., for the Repair Sanitary Sewer Manholes on Zina Pitcher Place and Huron Street is requested;
Whereas, Funding for this project is available in the approved sanitary sewer fund capital budget; and
Whereas, Doetsch Environmental Services, Inc., received Human Rights approval on November 12, 2014 and complies with the Living Wage Ordinance;
RESOLVED, That the emergency purchase order and contract in the amount of $85,000.00 with Doetsch Environmental Services, Inc., for the Repair of Sanitary Sewer Manholes on Zina Pitcher Street and Huron Street be ratified, including execution of the contract with Doetsch Environmental Services, Inc., by the City Administrator after approval as to substance and after approval as to form by the City Attorney;
RESOLVED, That a contract contingency amount of $15,000.00 be established and that the City Administrator be authorized to approve additional change orders to the construction contract with Doetsch Environmental Services, Inc., not to exceed $15,000.00 in order to satisfactorily complete this project; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
