Resolution to Approve Street Closings for the Ann Arbor Marathon Running Event - Sunday, March 26, 2017

Attached for your consideration is a resolution to approve the closing of certain streets for the Ann Arbor Marathon Running Event on Sunday, March 26, 2017 from 3:00 A.M. to 1:30 P.M.
The sponsor, CFC-Epic Races, LLC, is raising money through this event for the Ann Arbor Public Schools Education Foundation (AAPSEF). Additional recipients include Team Red White and Blue, Juvenile Diabetes Research Foundation, The Kite Network, Ronald McDonald House of Ann Arbor, and SafeHouse.
The race is scheduled to begin at 7:30 A.M. and end by 1:30 P.M. The sponsor has requested to close the following streets between 3:00 A.M. and 1:30 P.M. and the streets will be reopened as soon as safely possible after participants have cleared the areas:
• Eastern Northbound lane of Main Street from Stadium to William
• S. Main Street between William and Liberty (clean-up in this block will continue until no later than 3:30 p.m.)
• E. Liberty from S. Main to S. State
• S. State from Monroe to E. Liberty
• E. William from S. Main to S. State
• Division between William and Liberty
• Southern/Eastbound lane of North University from State to the pedestrian bridge
• Observatory from Washington Heights to Geddes
• Northern/Westbound lanes of Geddes from Observatory to Huron Parkway
• Northbound lanes of Huron Parkway between Geddes and E. Huron River Drive
• Northern/Westbound lane of E. Huron River Drive from S. Huron Parkway to Dixboro Road
• Old Dixboro Road from Dixboro to Gallup Park
• Eastbound lane of Fuller Road from Huron Parkway to Fuller Court
• Outer/Western Southbound lane of Huron Parkway from Fuller Road to Geddes
• Eastbound lane of Fuller Court between Gallup Park and E. Medical Center Drive

The Sponsor will communicate about street closures per the attached communication plan. The City’s website will also include information about street closures for this event.
The sponsor has requested approval for amplified music from 9:00 A.M. to 1:30 P.M. at the exit from Gallup Park and in the vicinity of the finish line (S. Main Street between William and Liberty. Additionally, there will be loud announcements between 7:00 A.M. and 7:45 A.M. at the start line on S. Main at Keech. The sponsor’s noise plan includes the use of a band at the finish and at the exit from Gallup Park. Additional music will be played via iPod or MP3 at aid stations, with only one station in a residential area. The sound will be within the guidelines of the noise ordinance.
AAATA feels that their requests noted on the attached email were not fully honored in 2016. For 2017, they have asked that the applicant ensure there are a sufficient number of marshals at each barricade and that safe access for AAATA busses and supervisory staff to the Blake Transit Center be maintained. The applicant has agreed.
The sponsor met with City staff and clergy to identify accessibility concerns for parishioners. It was agreed that certain streets would be open with Police guidance that will allow better access to churches; also, alternate parking structures were identified for both the parishioners and the impacted businesses and their staff. The Maynard Street structure should be fully accessible by 10:45 a.m.
The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets, and will reimburse the City for all event expenses. Notification of the street closings will be provided through the City’s website, GovDelivery and sponsor’s communication plan.
No liquor license is being requested for this year’s event as there will be no beer tent.
The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.

Whereas, The Sponsor has agreed to pay the cost of City services associated with the staging of this event; and
Whereas, Notification of the street closings will be provided through the City’s website, GovDelivery and the sponsor’s communication plan;
RESOLVED, That the Sponsor will pay the cost of City services associated with the staging of this event; and
