Resolution Recognizing Fresh Start Clubhouse as a Civic Nonprofit Organization Operating in Ann Arbor for the Purpose of Obtaining a Charitable Gaming License
Memorandum
To obtain a charitable gaming license under Michigan law, a nonprofit organization is required to submit a resolution from its local governing body recognizing it as a community-based organization.
 
Fresh Start Clubhouse, a 501c3 nonprofit organization, was established as a psychosocial rehabilitation clubhouse for adults living with mental illness.  Operations are shared by voluntary participant members and staff on side-by-side basis with the goal of assisting individuals to development independent living skills, job skills, self-esteem and confidence.  The program provides access to and encourages a variety of social, educational and community events.
 
Passage of the attached resolution will allow Fresh Start Clubhouse to partner with other recognized nonprofit organizations in conducting and/or directly conduct gaming activities on receipt of approval from the Charitable Gaming Division of the Bureau of State Lottery of the gaming event.

Whereas, P.A. 382 of 1972, as amended, requires that local civic nonprofit organizations be recognized by resolution adopted by the local governmental subdivision in which the organization conducts its principal activities and that a copy of said resolution be attached to any application for a license to conduct a bingo, raffle or charity game(s);
 
Whereas, Fresh Start Clubhouse has requested that it be recognized as a nonprofit organization operating in the community for the purpose of obtaining a charitable gaming license;
 
Whereas, Fresh Start Clubhouse is an intentional community for adults living with mental illness that focuses on wellness and abilities promoting recovery through opportunities for members to work, learn and contribute their talents to our community of mutual support;  and
 
Whereas, Fresh Start Clubhouse is a local civic nonprofit organization as defined by P.A. 382 of 1972, as amended, and it is appropriate to recognize its continuing efforts on behalf of its members and the Ann Arbor community;  
 
RESOLVED, That City Council hereby approve recognition of Fresh Start Clubhouse as a local civic nonprofit organization operating in the Ann Arbor community for the purposes of its charitable gaming license application as required by P.A. 382 of 1972, as amended; and
 
RESOLVED, That the City Clerk be directed to provide a certified copy of this Resolution to Fresh Start Clubhouse and to take all necessary administrative actions to provide notice of this Resolution to the Charitable Gaming Division, Michigan Department of Treasury.
