Memorandum
The attached resolution ratifies and approves the emergency issuance of a purchase order to AT&T Michigan (AT&T)  for the relocation of AT&T telecommunications facilities in order  to accommodate the planned construction of the Ann Arbor Municipal Center and the signing of the accompanying AT&T Estimate of Cost and Authority for Work authorizing the relocation of telecommunications services.  
 
The Larcom building currently receives AT&T services through the South Telecommunications Facility and Entrance, located north of Huron St. at the southwest corner of the promenade deck.  It is necessary to abandon this South Telecommunications Facility and Entrance to accommodate the Ann Arbor Municipal Center Project.  
 
In order to continue to provide the necessary telecommunications services, including voice, data, traffic signal and 800 MHz dispatching services, a new East Telecommunications Facility and Entrance has been constructed along the south and east sides of the Larcom building.  The current AT&T services, which include voice and  public safety data services, will be relocated to the East Telecommunications Facility and Entrance.
 
AT&T's quote of $58,870.06 for this custom relocation work was received by the City's Information Technology Service Unit on Friday November 14, 2008.  
 
With Ann Arbor Municipal Center construction planned to begin during the first week of March and this telecommunications facilities project having a 10 to 12 week turnaround time and AT&T requiring payment from its customers prior to start of any special construction project, it was necessary to execute an Emergency Purchase Order to AT&T Michigan in the amount of $58,870.06 to begin the relocation project with enough lead time to avoid any construction delays.
 
AT&T Michigan, as a Public Utility, is exempt from Human Rights approval.

Whereas, AT&T Michigan provides telecommunications services to the City of Ann Arbor;
 
Whereas, Telecommunications services enter into the Larcom Building through the South Telecommunications Facility and Entrance;
 
Whereas, It is necessary to abandon the South Telecommunications Facility and Entrance to accommodate the Ann Arbor Municipal Center Project;
 
Whereas, A new East Telecommunications Facility and Entrance has been constructed along the south and east sides of the Larcom building to provide access for relocated telecommunications services;
 
Whereas, It is necessary to contract AT&T Michigan to relocated telecommunications services to the East Telecommunications Facility and Entrance;
 
Whereas, Sufficient funds have been budgeted in the Capital Projects Fund 0008 Budget for the proposed expenditures;
 
Whereas, AT&T Michigan is exempt from Human Rights approval; and
 
Whereas, The City Administrator has exercised Chapter 14 Section 1:316 for an emergency purchase for emergency relocation of telecommunications services;
 
RESOLVED, That the purchase order to AT&T Michigan in the amount of $58,870.06 for the emergency relocation of telecommunications services issued under the City Administrator's authority granted in Section 1:316 of the Ann Arbor City Code be ratified and approved;
 
RESOLVED, That the City Administrator be authorized to execute all necessary documents, including,  AT&T Estimate of Cost and Authority for Work,  for the relocation of telecommunications services in connection with the construction of the Ann Arbor Municipal Center; and
 
RESOLVED, That the City Administrator be authorized to take necessary administrative
actions to implement this resolution.
