Attached for your review and approval is a resolution to approve Amendment #2 in the amount of $85,000.00 to the professional services agreement with Orchard, Hiltz & McCliment, Inc. (OHM) to perform general civil and traffic engineering and project management services, as needed.  
 
On June 4, 2007 the City Council approved an agreement with OHM (R-203-6-070) for the initial amount of $85,000.00 plus $35,000.00 with administrative amendments for a total of $120,000.00. The contract provided for general civil and traffic engineering and project management services and to augment the on-going support provided by the Project Management Services Unit staff, during random and seasonal peak demand periods. To date the OHM services have been paid for from approved project funds. The typical services by OHM included design of miscellaneous water main, sanitary and stormwater projects, construction inspection, preliminary design of a park-and-ride for AATA, traffic studies and assisting the other City units including Parks Planning for Cobblestone Farm. The work is ongoing.
 
OHM was initially selected through a competitive process and has consistently proven to be reliable, responsive and able to complete the tasks efficiently. To date the general services agreement with OHM has proven to be a success, and an efficient method to complete our required tasks in a timely manner. OHM has received Human Rights approval and their employees assigned to work with the City of Ann Arbor will receive compensation in accordance with the Living Wage Ordinance.

Whereas, The City of Ann Arbor Project Management Services Unit (PMSU) provides support and services including capital improvements project management, private development construction inspections, and civil and traffic engineering;
 
Whereas, The demand for engineering services fluctuates with time and often creates peak period demands for services beyond the available in-house resources;
 
Whereas, The peak period demands for general engineering and project management services can be offset by augmenting the PMSU in-house support with additional resources provided by private engineering consulting firms;
 
Whereas, Orchard, Hiltz & McCliment, Inc. has demonstrated the required experience, qualified professionals, and competitive fee schedule for the required general engineering services;
 
Whereas, Orchard, Hiltz & McCliment, Inc. received Human Rights approval on May 16, 2008, and complies with the Living Wage Ordinance; and
 
Whereas, The general engineering consulting services will be paid for with funds available from approved projects' budgets;
 
RESOLVED, That the City Council approve Amendment No. 2 to the Professional Services Agreement with Orchard, Hiltz & McCliment, Inc. in the amount of $85,000.00;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said amendment after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and
 
RESOLVED, That City Council authorize the City Administrator to take necessary administrative actions to implement this resolution.
