Memorandum
Washtenaw County has been awarded a Homeland Security Grant Program (HSGP) Grant.  The award provides funds through the Michigan State Police Emergency Management & Homeland Security Division to the Washtenaw County Emergency Management Division.  A portion of the HSGP award amount must be dedicated to strengthening local jurisdictions preparedness planning through planning, training and exercising activities.  
 
The Funding Agreement between the City and Washtenaw County will commit a portion of the FY 09 HSGP award to City training exercise and preparedness planning efforts. Two training exercises are planned that will test response capabilities of City staff.  Under the Funding Agreement the City on the completion of its planned exercises, submission of invoices and reimbursement approval from the State of Michigan, Washtenaw County will reimburse the City for project costs not to exceed $70,000.  
 
As a pass-through funding recipient, the City is required to comply with all applicable financial and administrative requirements of the grant.
 
In order to report the City's allocated proportionate amount of the FY 09 HSGP on the City Schedule of Expenditures of Federal Awards (SEPA) report separate grant accounts have been established by Finance for each exercise.
 
Approved of the Funding Agreement is recommended.

Whereas, The City of Ann Arbor Office of Emergency Management has been allocated a portion of the FY09 Homeland Security Grant Program (HSGP) award from the Michigan State Police Emergency Management & Homeland Security Division to Washtenaw County Emergency Management for two City training exercise and preparedness planning efforts;
 
Whereas, The terms of the grant award to Washtenaw County Emergency Management require that a portion of the FY 09 HSGP award amount must be dedicated to strengthening local jurisdictions preparedness planning through planning, training and exercising activities and that the local jurisdictions enter into funding agreements requiring their compliance with all applicable financial and administrative requirements of the grant as a condition of receipt of funding;  
 
Whereas, The Funding Agreement between the City and Washtenaw County will commit not to exceed $70,000.00 of FY 09 HSGP award to City training exercise and preparedness planning efforts; and
 
Whereas, In order to report the City's allocated proportionate amount of the FY 09 HSGP on the City Schedule of Expenditures of Federal Awards (SEPA) report separate grant accounts have been established by Finance for each exercise to which expenditures will be allocated and reimbursement funding, when received, will be appropriated,
 
RESOLVED, That City Council approve a Funding Agreement with Washtenaw County for allocation of not to exceed $70,000.00 of the FY09 HSGP award to Washtenaw County Emergency Management for local jurisdictions preparedness planning through planning, training and exercising activities;
 
RESOLVED, That the reimbursement funds for approved City training exercise activities, when received be appropriated, without regard to fiscal year, to the grant accounts established by Finance for each exercise;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the Funding Agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
 
RESOLVED, That the City Administrator be authorized and directed to take all necessary actions to implement this Resolution.
