Resolution to Authorize the Purchase of Two Toro Groundsmaster 7210 Mowers and Accessories from Spartan Distributors Inc. (Omnia Partners - $129,865.84)
Memorandum
The attached resolution authorizes the purchase of two new Toro Groundsmaster 7210 mowers with Polar Trac kits for $122,815.84 and two M-B 60” snow plow blades at $7,050.00 for a total cost of $129,865.84 through the Omnia Partners, Public Sector cooperative purchasing program (#2017025) for use by the Community Services Area,
Park Operations.
The two proposed mowers with Polar Trac kits will replace two 2016 Toro mowers with Polar Trac kits (#6801 and #6802), with 1,495 hours and 1,552 hours respectively, which are beyond their useful life. The proposed snow plow blades will replace two 2009 M-B 60” snow plow blades (#6438 and 6439) which are also beyond there useful life. Existing accessory equipment including two snow throwers and two mechanical brooms are in reasonable shape and will be re-used with the new mowers.
The mowers are used by Park Operations staff to maintain park grounds and open spaces in the City. During the winter the mower decks are removed, tracks and cabs installed, and the units are used to remove snow from parks, trails and other City properties. These are very versatile pieces of equipment and are used year-round by staff.
The Toro Company was awarded contract #2017025 by the Omnia Partners, Public Sector (formerly National IPA) cooperative purchasing program for Grounds Maintenance Equipment. Spartan Distributors Inc., Sparta, MI, is a dealer of record for the Toro Company under the Omnia Partners, Public Sector contract.
Spartan Distributors Inc. complies with the requirements of the City’s conflict of interest and non-discrimination ordinances.
Budget/Fiscal Impact: Adequate funding for the purchase of this equipment is available in the FY24 Fleet Services Fund Operations and Maintenance Budget
Each mower and snow plow blade will be placed on 8-year replacement schedules which is consistent with our other pieces of grounds maintenance equipment. Park Operations will have an annual replacement cost of approximately $8,752.00 for each mower and $503.00 for each snow plow blade.
Green Fleet Policy: The Green Fleet Committee approved the need for the replacement of this equipment, that the proposed replacement is consistent with the Green Fleet Policy and recommended the approval of this resolution. The Sustainability and Innovations Manager has concurred with the actions of the Committee.

Whereas, Competitive bids were received by the Omnia Partners, Public Sector cooperative purchasing program and the Toro Company was awarded contract #2017025 for Grounds Maintenance Equipment;
Whereas, Spartan Distributors Inc., Sparta, MI, is a dealer of record for the Toro Company under the Omnia Partners, Public Sector contract;
Whereas, Spartan Distributors Inc. complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances; and
Whereas, Adequate funds for the purchase of this equipment are available in the approved FY24 Fleet Services Fund Operations and Maintenance Budget;
RESOLVED, That City Council approve the issuance of a purchase order to Spartan Distributors Inc. for the purchase of two new Toro Groundsmaster 7210 mowers at $61,407.92 each and two new M-B 60” snow plow blades at $3,525.00 each for a total amount of $129,865.84;
RESOLVED, That funds for the purchase of this equipment in the amount of $129,865.84 comes from the FY24 Fleet Services Fund Operations and Maintenance Budget with funds to be available without regard to fiscal year;
RESOLVED, That the equipment being replaced (nos. 6801, 6802, 6438 and 6439) be sold at the next City vehicle auction after the equipment is removed from service; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
