Resolution to Accept Grant Funds from the American Lung Association and Appropriate to the Major Grant Funds to reimburse some of the costs to purchase an Electric Refuse Truck ($270,000) (8 Votes Required)
Memorandum
Attached for your review and consideration is a resolution to accept and appropriate $270,000 in federal pass-through grant funding from the American Lung Association to support heavy fleet electrification in Ann Arbor via the purchase of an Electric Refuse Truck. The City of Ann Arbor has had a Green Fleets policy for over 2 decades, to continually lessen the environmental impact of the City fleet. Recently, with updates to this policy and the adoption of A2ZERO, increased focus has been placed on the electrification the City fleet. Significant progress has been made in the electrification of the light fleet, and the electrification of refuse trucks represent the first major electrification step of the heavy fleet.
The grant received by the City of Ann Arbor is through the Diesel Emissions Reduction Act (DERA), distributed by the US EPA. The grant partially funds the replacement of certain diesel equipment to reduce harmful emissions these vehicles create. This Federal DERA funding covers 45% ($270,000) of the total cost to acquire an electric refuse truck.
The City had the option to submit an application individually, or with the American Lung Association as lead applicant. As lead applicant, the ALA bundles applications throughout the region to increase their chance of receiving funding and takes on the primary duties for grant reporting. Due to their strong history with this grant, OSI chose to group Ann Arbor’s grant with others from EPA Region 5 through ALA. This approach proved successful and in early fall of 2021 staff were notified of the awards granting.
On June 7, 2021, City Council unanimously approved R-21-193 which authorized the purchase of the City’s first all-electric refuse truck. Proceeds from this grant will be used towards the purchase of this vehicle as was presented in the original Council memorandum.
Budget/Fiscal Impact: Funding from this grant will be utilized toward the purchase of an all-electric Peterbilt 520 EV refuse truck approved by City Council on June 7, 2021 via R-21-193. The remaining cost of the truck will be provided by the Solid Waste Fund.

Whereas, City Council approved Resolution 21-193 for the purchase of one rear load electric refuse truck from Bell Equipment Company in June 2021;
Whereas, Ann Arbor City Council unanimously adopted the A2ZERO plan in June 2020, which calls for 90% fleet electrification by 2025;
Whereas, City staff applied for and successfully won a Diesel Emissions Reduction Act grant through a collaboration with the American Lung Association;
Whereas, This grant will cover 45% of the cost of acquiring an all-electric refuse truck; and
Whereas, This truck will help reduce local emissions, update our fleet, and help advance our A2ZERO goal,
RESOLVED, That City Council accept this pass-through grant from the American Lung Association, from the Diesel Emissions Reduction Act, for the purpose of purchasing an electric refuse truck;
RESOLVED, That City Council receives and appropriates the grant funds to the Major Grants Fund; thereby, increasing the revenue and expenditure in the amount of $270,000.00;
RESOLVED, That City Council appropriates the transfer of the Solid Waste Funds share of the purchase to the Major Grants Fund; thereby, increasing the revenue and expenditure budget in the amount $261,532.00;
RESOLVED, That all amounts herein are without regard to fiscal year; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
