Title
Resolution to Award a Construction Contract to Barrett Paving Materials, Inc. (BID 4079, $2,574,491.50) for the 2010 Street Resurfacing Project
Memorandum
Attached for your review and approval is a resolution to award a construction contract to Barrett Paving Materials, Inc. in the amount of $2,574,491.50 for the 2010 Street Resurfacing Project.  This annual program is being constrained in size and scope due to the significant investment the City anticipates making to repair the Stadium Bridges over the next two year.

The 2010 Street Resurfacing Project consists of the resurfacing of approximately 5 major streets and 5 local streets located throughout the City. Attached is the street list, showing the estimated order in which the streets will be resurfaced. A list of "alternate" streets is also provided. Construction is scheduled to begin approximately May 17, 2010 and to be completed in October 2010.

The Street Resurfacing Project is created as a unit price contract with the understanding that the actual quantities used in construction will vary. Reflecting this flexibility, if any streets on the existing list are removed for any reason, such as conflicts with other projects, need for extensive utility repair, or any other unforeseen circumstances, the streets on the alternate list will be substituted in the approximate order listed. If the funds are depleted prior to the completion of all the streets listed on the attachments, the construction contract will be terminated and the balance of the streets will be deferred to a future Resurfacing Project.

Geddes Road, from Huron Parkway to Earhart Rd, which is part of this project, is a high volume road in very poor condition. The resurfacing of Geddes Road will consist of a thin mill and overlay, within the road's existing boundaries.  This is intended to improve the travelling surface and provide an additional 10 years of service life to the road at the minimal cost. No other improvements at Geddes Road are planned at this time.  We also believe it will be beneficial to have this work take place in conjunction with the Geddes/US-23 construction project. This means the entire corridor will be improved by the end of the year and traffic impacts will be confined to one construction season.  The work is being coordinated with MDOT. A traffic control map for the entire area is attached.

Plans and specifications were distributed electronically to contractors, subcontractors, and suppliers. Three bids were received and opened on March 30, 2010. The lowest responsible bid, in the amount of $2,574,491.50 is approximately $292,159.00 lower than the engineer's estimate of $2,866,650.00.  A tabulation of the bids is also attached.

Barrett Paving Materials, Inc. received Human Rights approval on March 30, 2010.  All employees of Barrett Paving Materials, Inc., assigned to work on the project will receive compensation in accordance with the Living Wage Ordinance.

The project will be funded primarily from the Street Resurfacing Millage.
