Memorandum
Attached for your review and approval is a resolution to approve a Professional Services Agreement, in the amount of $467,601.00, with Hubbell, Roth & Clark, Inc. (HRC) for the design of West Stadium Boulevard Reconstruction Project (Pauline Boulevard to South Main Street).
 
The FY 2008-2013 Capital Improvements Plan (CIP) includes the West Stadium Reconstruction (Pauline Boulevard to South Main Street) project (TR-SC-08-05) and related utility improvement projects (UT-SN-08-18, UT-WS-01-38, UT-WS-08-17, and UT-ST-08-16). The current project limits are from Pauline Boulevard to South Main Street.  The funding for full reconstruction of the roadway is expected from the City's Street Resurfacing Millage and from Federal Surface Transportation Program Urban (STPU).   Funding for the water portion of this project will come from the sale of water revenue bonds.  This project is included in the Street Repair Millage line item approved by Council as a part of the FY08 Capital Budget process.
 
This project will be bid through MDOT to be obligated in fiscal year 2008.  Construction is expected in 2009.  The details of the schedule will be determined during the design and will take into account seasonal restrictions and coordination with adjacent projects, such as U of M's Stadium Improvements and the East Stadium Bridges Replacement Project.  
 
During the design phase, the Project Management Services Unit will make sure the community is informed and included in the process of developing the scope and features of the project.  The proposed agreement with HRC includes a public involvement process as well as the design of all the proposed improvements.   
  
To select the most qualified firm, a request for proposal was issued through the Procurement Services Unit.  Ten proposals were received.  A selection committee comprised of staff from Project Management and Planning and Development Services units carefully reviewed the proposals and interviewed two teams of consultants. The team of consultants lead by HRC was determined to be the most qualified for the design of West Stadium Reconstruction Project.   HRC received Human Rights approval on April 30, 2007.
 
The attached resolution is for the approval of a professional services agreement with Hubbell, Roth & Clark, Inc. and for the approval of project design budget.  The design of the project is scheduled for completion by summer of 2008 and to be let by the Michigan Department of Transportation as a Federal Aid project.

Whereas, The West Stadium Boulevard Reconstruction between Pauline Boulevard and South Main Street is included in the Street Repair Millage line item approved by Council as a part of the FY08 Capital Budget process;
 
Whereas, The West Stadium Boulevard Reconstruction (Pauline Boulevard to South Main Street) is planned for construction contract letting by the Michigan Department of Transportation (MDOT) for 2009;
 
Whereas, It is now necessary to begin the planning and the engineering design for the West Stadium Boulevard Reconstruction Project (Pauline Boulevard to South Main Street), to meet the required deadlines;
 
Whereas, It is necessary to retain the services of a professional engineering firm to perform the project design;
 
Whereas, Hubbell, Roth & Clark, Inc. has demonstrated the required experience, qualified professionals, and competitive fee schedule for planning and design of the project; and
 
Whereas, Hubbell, Roth & Clark, Inc. received Human Rights approval on April 30, 2007, complies with the Living Wage Ordinance;
RESOLVED, That City Council approve a professional services agreement with Hubbell, Roth & Clark, Inc. in the amount of $467,601.00 for the planning and design of the West Stadium Boulevard Reconstruction Project (Pauline Boulevard to South Main Street);
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said professional services agreement, after approval as to form by the City Attorney, and approval as to substance by the City Administrator;
 
RESOLVED, That the City make the following declaration for the purpose of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and
 
RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this resolution.
